William Phillips focuses on Project Management at Windham. He was instrumental in the revitalization of the City of Detroit when Windham held a decade long contractual arrangement with the City of Detroit's Planning and Development Department. He managed the design and construction of numerous residential developments, including Victoria Park, which was the first new single-family subdivision in the City of Detroit in over forty years. Mr. Phillips has also provided construction management services at Windham's successor project Clairpointe of Victoria Park. 

He received the 2002 Distinguished Service to the Housing Industry Award, the 2006 Spike of the Year Award and the 2012 Membership Growth Award from the Building Industry Association of Southeastern Michigan. Mr. Phillips's efforts with Gardenview Estates in Detroit led to Windham receiving the 2009 Development of the Year Award. He serves on the Board of Directors of the HBA as the Secretary, Board of Directors at the Randolph Trade School, and is an active supporter of the Boys & Girls Club in Detroit. He holds both a Residential Builder license and a Real Estate Salesperson license in the State of Michigan. Mr. Phillips has a B.B.A. from William Tyndale College, and has worked with Windham for over 30 years.
